MUĞLA SITKI KOÇMAN UNIVERSITY REGULATION ON THE APPLICATION AND RESEARCH CENTER FOR TURKIC COMMUNITIES ABROAD

CHAPTER ONE
Purpose, Scope, Basis, and Definitions

Purpose
ARTICLE 1
– (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, fields of activity, management bodies, duties of the management bodies, and working methods of the Muğla Sıtkı Koçman University Application and Research Center for Turkic Communities Abroad, established under Muğla Sıtkı Koçman University.

Scope
ARTICLE 2 – (1) This Regulation covers the provisions regarding the objectives, fields of activity, management bodies, duties of the management bodies, and working methods of the Muğla Sıtkı Koçman University Application and Research Center for Turkic Communities Abroad.

Basis
ARTICLE 3
– (1) This Regulation has been prepared based on sub-paragraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 4
– (1) In this Regulation, the following definitions apply; a) Advisory Board: The Advisory Board of the Center, b) Center (TÜRKMER): Muğla Sıtkı Koçman University Application and Research Center for Turkic Communities Abroad, c) Director: The Director of the Center, ç) Rector: The Rector of Muğla Sıtkı Koçman University, d) University: Muğla Sıtkı Koçman University, e) Executive Board: The Executive Board of the Center.

CHAPTER TWO
Objectives and Fields of Activity of the Center


Objective of the Center
ARTICLE 5
– (1) The objective of the Center is to ensure that Turkic communities living abroad contribute to the strengthening of economic, scientific, technological, artistic, cultural, political, and similar relations between Türkiye and their countries of residence, in order to foster their development as educated and productive individuals in those countries.

Fields of activity of the Center
ARTICLE 6
– (1) The fields of activity of the Center are as follows: a) To conduct research on the quantity and qualifications of Turkic communities living abroad, b) To produce reports, projects, and policies based on cumulative knowledge and research findings, c) To engage in activities that will activate Turkic communities living abroad concerning the promotion of Türkiye abroad and the development of relations with foreign countries in economic, scientific, technological, artistic, cultural, political, and similar fields, ç) To assist the organization of Turkic communities living abroad in line with this purpose, the development of their established organizations and non-governmental organizations, and the strengthening of relations and communication among relevant individuals and institutions, d) To organize publications, conferences, panels, seminars, exhibitions, training programs, summer schools, and similar events both domestically and abroad, and to participate in those already organized, e) To cooperate with universities and other institutions located domestically and abroad in accordance with the founding purpose of the Center, to prepare relevant publications, and to establish a data bank and documentation center, f) To ensure the national and international recognition of the Center, g) To engage in publication activities in order to enlighten and inform the public regarding the application and research subjects conducted within the Center, ğ) To carry out other activities determined by the Executive Board.

CHAPTER THREE
Management Bodies of the Center and Their Duties


Management bodies of the Center
ARTICLE 7
– (1) The management bodies of the Center are: a) The Director, b) The Executive Board, c) The Advisory Board.

Director and deputy directors
ARTICLE 8
– (1) The Director is appointed by the Rector for a period of three years from among the University faculty members whose academic studies relate to the Center's fields of activity. A Director whose term has expired may be reappointed or dismissed before the expiration of their term by the same procedure. (2) A maximum of two individuals, proposed by the Director from among the academic staff working at the University and conducting research related to the Center's field of study, are appointed by the Rector as deputy directors for a period of three years. A deputy director whose term has expired may be reappointed. (3) In cases where the Director is absent from their duty, one of the deputy directors acts as a proxy. When the Director's duty ends, the duties of the deputies also end.

Duties of the Director
ARTICLE 9
– (1) The duties of the Director are as follows: a) To represent the Center, b) To chair the Executive Board and the Advisory Board, c) To make recommendations to the Rector for the selection of deputy directors and Executive Board members, ç) To prepare the agenda of the Executive Board together with the Executive Board members, d) To implement the decisions of the Executive Board, e) To inform the Rector about the activities planned and put into practice by the Executive Board, f) To ensure cooperation and coordination among the working units of the Center, g) To make the assignments required by the operations of the Center, and to supervise whether the personnel carry out their duties and responsibilities in accordance with ethical and scientific rules, ğ) To supervise whether all transactions carried out in the Center are conducted within the framework of this Regulation and other relevant legislation, h) To perform other duties assigned by higher authorities.

Executive Board
ARTICLE 10
– (1) The Executive Board consists of a total of seven members: the Director as the chair, the deputy directors, and four members appointed by the Rector for a period of three years upon the proposal of the Director, preferably from among faculty members related to the Center's field of study. A member whose term has expired may be reappointed. A new member shall be appointed by the same procedure to replace a member who leaves their duty for any reason. (2) The Executive Board convenes ordinarily at least twice a year upon the call of the Director, and extraordinarily when necessary, with an absolute majority, and takes its decisions by the majority vote of those attending the meeting. In case of a tie, the majority is deemed to have been achieved in the direction of the vote cast by the chair.

Duties of the Executive Board
ARTICLE 11
– (1) The duties of the Executive Board are as follows: a) To take decisions regarding the management and operations of the Center in line with its founding purpose and within the framework of the provisions of this Regulation, and to plan the execution of what needs to be done for these decisions to achieve their purpose, b) To determine the working principles and objectives of the Center, and to prepare scientific and administrative plans and programs, c) To prepare regulations determining the working procedures and principles of the units affiliated with the Center, ç) To determine the pricing for the analyses to be made and the products produced within the Center, d) To review and prepare the annual activity report and the annual work program of the Center and present them to the Rector, e) To take decisions on other matters falling within the Center's field of activity, f) To discuss and decide on the activity program and proposals presented by the Director and other issues to be placed on the agenda, g) To determine the basic principles of the studies to be carried out jointly with domestic and foreign organizations and to monitor the processes, ğ) To determine the principles regarding the certificates to be given to those participating in the training programs organized by the Center, h) To determine the units to be established within the Center and the personnel to be assigned to them, ı) To fulfill other duties assigned to it by relevant legislation.

Advisory Board and its duties
MADDE 12
– (1) The Advisory Board consists of at least five and at most fifteen members appointed by the Rector for a period of three years upon the proposal of the Executive Board, chosen from among academic staff of the University or other universities experienced in the Center's fields of activity, and, if they so request, from among experts in relevant institutions and organizations. A member whose term has expired may be reappointed. A new member shall be appointed by the same procedure to replace a member who leaves their duty for any reason. (2) The Advisory Board convenes ordinarily at least once a year upon the call of the Director. Executive Board members also attend these meetings. If the Director deems it necessary, they may also call the Advisory Board for an extraordinary meeting. The Director chairs the Advisory Board. (3) The Advisory Board makes evaluations and offers opinions and suggestions on matters needed by the Executive Board regarding the activities of the Center.

CHAPTER FOUR
Miscellaneous and Final Provisions


Personnel requirement
ARTICLE 1
3 – (1) The academic, technical, and administrative personnel required by the Center are assigned by the Rector in accordance with Article 13 of Law No. 2547.

Effective Date
ARTICLE 14
– (1) This Regulation enters into force on the date of its publication.

Execution
ARTICLE 15
– (1) The provisions of this Regulation are executed by the Rector of Muğla Sıtkı Koçman University.
